Any time you see something thrown together by the Government, stand back and take a long look at it. Walk away from it for awhile then go back and look again. Most likely you will find some serious flaws in it, no matter what area they are trying to fix.

One little lay-down and you're are looking at a bunch of connected parts, period - true?
